the question is why?
sure if you are traveling at the speed of light it could be useful but otherwis it is pretty useless.
for satilites they have ways of overcoming the differences somewhat like you suggest.
it would need to know the speed you were traveling at etc.
it is somewhat useless

Can't be done.

Assume you are on a spaceship going .8c and you are wearing your special watch. Also assume that there are 2 other observers in their own spaceships going .7c and .9c, respectively.

Because time dilation depends on the relative speed, the two other observers will observe your watch ticking at different speeds.

Your watch has no way of knowing the speed of someone else's rocket and therefore cannot compensate for an external variable.

What would it do differently? It would need to be independent of the choice of reference frame so is there any single compensation that would work for all? Or, do you mean why not make the speed of light dependent on the reference frame? If that's the case, the question really is, "What if special relativity weren't true?"

i 'm working on that as we speak. i have run out of materials and have to go to the hardware store first thing in the morning, but hope to have it completed by the week-end. and when i get finished you can throw away your timex.
