The best character, in the sense that he is the personification of good, is (or was) Dumbledore. But the best built character, the most complex, and mysterious, and full of surprises, has to be Snape. In my oppinion, he is a 3D character, while the others are just bi-dimensional.

Professor Snape. He is definitely a multi-faceted character, and the most interesting one to untangle. I as a reader cannot help liking him one minute and hating him the next!
