Because when choosing their butt colors for eternity, red was the new black and so of course they chose red getting stuck with the color. Now can you see why they're such angry little beasts?

I don't think there is a particular reason for it being red, it's just part of the animals look (or a way to classify different species of baboon) and when a female baboon is ready to mate, it turns a brighter shade of red...
Btw, the area is hairless (and hardened) for the baboons sitting comfort.

It is a natural warning system to the other Baboons so when they are grooming each other, they stay away from the red area so they don't get farted on or accidently get poop on their fingers.

It is mainly for attracting a mate. Often dominant males in a troop have the brighter colored rears in order to make sure the other males know who is in charge. The females need a way to tell the male they're ready to mate. When they are, their bright red bottoms swell, becoming very large and developing odd folds.
