cover the cup so that only the 2 straws are sticking out
make sure one straw extends below the waterline (preferably to near the bottom of the cup
blow in the other straw, water squirts out of the one described above

If you can't suck then blow.
Seal off the top of the cup with your hand. Straws between fingers. Blow into one straw. The pressure will force the water out of the other.
