If you're talking about in the movies, it's because that's what the script call for. They go to great pains to make it happen. If you mean in real life, vehicles catch fire very seldom.

Hollywood flash, boom, bang effects to make u go "Ahhh ... Oooo ... OOOOO ... No Way".
Reality is it's hard to make a car explode ... think about how many you've seen (real life, or news) ... not too many 'cas it doesn't happen that often.
