If you mean that it has gone from an "innie" to an "outie", odds are good that you have an umbilical hernia. This is caused when the abdominal muscles separate and your intestines push out through the opening, causing your belly button to turn "inside-out".

Umbilical hernias can only be repaired by surgery (which is generally a simple outpatient procedure taking an hour or two). It should definitely be looked into, as those muscles can tighten up, causing what is known as a strangulation, which is where the intestines get squeezed by the muscles and can become gangrenous and rot, resulting in the need for very intensive surgery to save your life.
