EGO - the super villan has a huge ego
STRENGTH - body or brain power well above normal levels
WEALTH - they are all rich or get rich quickly through using their powers for evil
CROONIES - all these super villains seem to have "an army" of people willing to do their dirty work for them.
EQUAL BUT OPPOSITE POWERS - to their good conterpart. They are usually quite balanced and both sides always seem to have trouble with the other.
on a side not, super villains in the comic books rarely if ever get caught/killed, unlike in the movies. My favourite super villain is probably Magneto.

They are intelligent and cunning, genius quite often.
They have henchmen do their dirty work
They are out to rule the world
They have great technological capabilities.
When they have the hero cornered and the situation for the good guy looks hopeless they will enevitablly start a monologue thereby allowing the hero to escape and defeat the super-villan.

I think villians and heroes share the same traits, only the villian is selfish, whereas the hero is selfless. This makes their world-view vastly different even though they may have the same basic qualities.
1) Selfishness
2) Passion
3) Will power
4) Vision
5) Intellect

Powerful in some manner, brains, brawn, or actual powers.
Ruthless and willing to use that power to further his/her own aims without regard to the cost to others.
Arrogant, believing that their own good or their agenda outweighs anyone else's needs.
Humble beginnings, with a sudden rise to prominence, usually at the outset of possessing powers, or realizing what they do have.
Charismatic, even if it is in a maniacal way.

I would think that they have to be desensitized, uncaring about the lives or dreams of others. Usually a wounded conscience would help. Burning ambition or lust. A good command of their fear and hatred. "Invisibility", a way to hide the face such as a mask or even sunglasses.
