Pretty much anywhere in the western 1/3 of the country, except perhaps a sliver of southwestern AZ and southeastern CA during the summer monsoon.
The eastern border of this area would be the eastern slopes of the Rockies or the high plains.

Kentucky, Sacramento, and Orlando are not very dry. Phoenix and Las Vegas aren't humid, but they're so hot that you would still be uncomfortable. I would go with more like Denver, CO or something like that.
