Omkara is an excellent film. I think either would be great.
You don't have to translate or dub a film for it to be submitted to the oscars.

Omkara was a good film albeit adapted into the Indian milieu from Shakespeare's Othello but not right for the oscars. Rang De is a better choice, probably edging out Lage Raho very closely. In fact compared to earlier entries Paheli & Lagaan, I think we finally have sent the right entry finally, whether it wins or not.

NO, I don't think that omkara should have been sent to the oscars because it is copied from shake's story and most of the people didn't like it, RANG DE BASANTI IS THE RIGHT CHOICE because of its story.

It is not possible to dub it in English. How would u translate that much "gaaliya". And what do u want? 2 spoil the image of indians in front of the world?
