Best is a matter of opinion. Each type of secondary storage has it's good points and it's bad points. Their are currently two economical and viable options.
Optical which is a long term storage and if you are looking for personal usage you can fit a lot of data on a CD, DVD or dual layer DVD. But they are susceptible to damage and contrary to popular belief they do decay slowly over time and eventually will become unreadable. On the plus side you can randomly access the data, don't need to fear magnetic fields, they are relatively small and light weight.
Magnetic which is usually tape or disk. These are definitely vulnerable to magnetic fields are more fragile than their optical counterparts, Tape is sequential which will affect performance retrieving files. On the plus side they are relatively cheap can be overwritten many more times than their optical counterparts.
