See this site: http://www.nipc-nigeria.org/ord_visa.htm

Most Americans who move to Nigeria either have Nigerian families or they are sent there for business and their employer does the paperwork.

You can write to this address for investment information:
Nigerian Investment Promotions Commission
Plot 1181 Aguiyi Ironsi Street
Maitama District
Abuja
Nigeria

Meanwhile, you need to apply to the consular officials of the Nigerian Embassy or Consulate for an STR Visa (Subject to Regularization)

Regularization may be speeded up if you have somebody with political standing supporting you in Nigeria.

Be very careful about your money. Nigeria has more scams aimed at foreigners than most countries.

Apply for immigration. Residency requirements are not large there. Just get a visa, go there now, and work on residency once you get there. Nigeria is so corrupt that you can get anything done legally for a price.
