Honesty and the ability to accept others opinion without prejudice. Posses these qualities while being able to take the bull by the horns and get things done.
Case in point, the mass transit projects in Seattle and Puget Sound. Now that is a good example of poor leadership, and trying to hard to make everyone happy.
Easier said than done.

I will not definitely not give an ideal answer but an answer which will satisfy the question according to me.Necessities are :-
-Decision making power at right time
-Coordination among activities
-Strong vision
-Protect people against crimes
-loud appraisal from people
-Strong leadership
-Able to motivate people and officials
-Have confidence of public.
It is very difficult to get such a type of Govt. in any country because our present leaders are not so efficient and effective. They do not have enough belief and inner motivation in in themselves.

Effective at what? Effective at protecting "individual rights"? Effective at protecting "the rights of the minority"? Effective at national security? Effective at environmental protection? Effective at empowering the common people? Effective at ensuring prosperity?

Well one way to improve effectiveness is for them to stop perpetually raising their own salaries and save that money to help others pay for things that they need, particularly after Hurricaine Katrina.
