Yes and no. It all depends on the condition of our skin's health when it is not in an oven.
It is not exactly the skin but our blood system, which provides oxygen to the skin cells and tissues under it to keep the temperatures normal and metabolism OK. We are not poikilothermic (cold-blooded) like fish and lesser reptiles
that mimic atmospheric temp to their body. We are homoeothermic having constant temperature if I remember my schoolbooks well, and we don’t also secrete special fluids to keep off water. We don’t do it except using lotions and oils. We are highly evolved to avoid water but not adapted to live in water.

yes, believe it or not we are. the keratin in our top layer of skin (epidermis) is what makes us waterproof. if we werent waterproof then we would swell up and exploded.

not really, the skin is a good barrier and you will not melt like sugar if you get caught in the rain but prolonged soaking is not good. notice how your fingers go wrinkly if you are in the tub too long!

yes. you can test by putting your head into a tub full of water for as long as you can. try not to breathe though, as that will ruin the results of your experiment.
