once i transfer will my GPA at that specific school be started over. I know you need a certain GPA to get in, but do they keep the records or do you start over?

colleges have their own gpa, a transfer gpa, a skill gpa and a cumulative gpa(combination of all your grades). They look at all these individually and combined together.

Current university gpa
Transfer GPA
Skill GPA (eng, math, econ, etc.)
Cumulative (current +transfer)

It's been my experience that your GPA starts over, but if you apply to a specific program (business administration, engineering) they take all your coursework and grades into account and for purposes of honors, they do as well.

Now, if you repeat a class (equivalent), then your new grade would be counted as long as you complete the procedures at your institution (cover all the bases.) Work with an adviser!

That depends on the college. That should be posted on their "transfer student" section of their website. If you can't find it, contact either your advisor at the new school or someone in the registrar's office. They will be able to tell you for sure.
