What about if you are printing on coloured paper? Where the hell does the white come from then?

The white is blank white paper
most desktop printers only have the colors CMYK- Cyan, Magenta, Yellow, and black. all colors are combinations of those except for white which is blank paper
even high end laser/ink jet printers may have 5 or 6 colors rather than the traditional 4, but i have never heard of a home/office printer having or being able to "create" white ink

you cant.
white ink CAN NOT be created with CMYK ink or laser printer.
white ink is only used at professional printers that use a cylinder printing press

When the printer detects the white color
it decreases the level of CYMK to 1 and thus you get your white color.

The white is the paper underneath.
If you use coloured paper you can't print white on it normally (maybe with special clear film cartridges?)

Mixing all colours gives you white.
