Depends on the year, but
October is about right, but it usually melts.
It starts sticking around mid to late November.

New York City (Where I live and hate because we don't get enough snow), theres usually flurries flying around in mid november.
The first actual snow event (1"+) comes at the beginning of December.

If you're going upstate into/around the Capital District (Albany, Schenectady, Troy, etc), it usually starts snowing just after Halloween.

If you're going to the big upstate cities (Buffalo-Rochester-Syracuse), You see your first flakes around mid-late October. Syracuse usually sees the first flakes because it is closer to the Adirondack mountains, so some of that freezing upstate mountain air seeps southwest into Syracuse, making favorable snow conditions.

But, if you're going into the Adirondacks near the Ontario/Quebec border, expect to see a few flakes in early October.

If you're on the east shores of Lake Erie or Lake Ontario, expect ALOT of snow. 150-200"+

New York is a pretty tall state, just how far upstate do you mean?

Also, snowflake or blizzard?

In Otsego County, snowflake by mid-October, blizzard just before Christmas.

Choose a city in upstate New York and do a climatological search for that city in NOAA or NCDC
