Also, What is your take on those water filters, for the whole house. The ones that clean shower water and everything??

If you suspect a problem with your water, most "Water Districts" will be happy to dispatch someone to your house to make sure it meets whatever the state or local standards are free of charge. Since clean water standards can vary by location, your idea of clean may not be mine.

As for the "whole house" filtration systems - it seems to me that the water you should be most concerned about is the cooking and drinking water, which means filtering everything that goes in the tub or toilet is really a waste of money.

A quick fix to answer your question is to get two white coffee cups. Fill one with bottled water and the other with tap water. If the tap water shows up with minerals like rust, then you need a filter.

If you can afford it, get a general water softener put in so it can service the entire house and not just certain faucets. I don't know how much that sort of installation can cost but from what I hear, it keeps the water not only sanitized but prevents other minerals from getting into the washer and food while need it to cook with.

You will need lab analysis to know for sure.

Whole-house systems can be pretty good at removing particulates, and dealing with some organics, etc. but you need to know what you are dealing with. If you put in a reverse osmosis system for just drinking water, you will probably be in pretty good shape at lowest cost you can get away with. Other than that mineral content is the only other problem you might want to address (can make cleaning laundry difficult).
