It is to reflect the "Roman Empire" - or the majestic thought of likening us to that. Our government buildings resemble the Greek archetecture, with the columns and the marble/stone buildings. They are grand in stature, and are seen as ever lasting. They are also to reflect the "intelligence" and "dominance" of the time of the Romans. . .
Basically, it is all for PR. And by the way - those aren't numerals, they are letters. If you look closely, those "V"'s are actually "U"'s. . . Again, it is to bring the entire "Roman experience" to the viewer.
May sound silly, but it is true.

because if you are building in stone or in concrete, they are much easier to do and less prone to being damaged by weathering etc.
I could say because political thinking is thousands of years out of date, but I won't.
