I would say the Jack Dempsy. Try rearranging the tank to confuse everyone a bit. They will be too busy adjusting to the new area to fight as much. Change some of the water and add some aquarium salt to help keep the injuries from becoming infected and speed the healing. One tablespoon for every 5 gallons.

Gonna need a bigger tank (at least a 75 gal) if you can swing it and more filtration(add a canister on there as well). Or get rid of the JD or the Oscar. They're fighting because they're isn't enough room for them. Both are territorial and each needs their own space. In the mean time, try adding some rocks/caves and plants even though they'll most likely be uprooted.
Use some MelaFix for the torn fins and scratches.

First off I'm surprized the black skirt hasn't been eaten(yet)... I have had several Jack Dempsy and oscar pairs and never had a fight bettween them. I did however have a really nast Jack Dempsy at one time, I named him evil Jack cause he'd eat the eyes out of any fish smaller then him.... So I'm betting on the Jack as the bad boy!!!

It is probably the jack dempsy. Sometimes aggresive fish can live together for a while and then one will start to turn on the other one. Black skirts are schooling fish so it would be better to have atleast 3 of them.

Do they offer the effect of being ok except the habit? No fuzz or fungus. they are not floating extraordinary or the different way up are they, if so that they'd have swim bladder. How previous are they? in the experience that they are very youthful (like a million or 2 inches lengthy) i'd difficulty extra. My Oscar changed into very moody. after we moved she would get very dissatisfied and stare contained in the nook for days and by no skill devour. She changed into moping. Ocsars are some fairly exciting fish. She ultimately grew out of it. wish this enables :)

9 out of 10 it is the jack dempsey you may have to remove one or more of the fish I would recoomend that anyways being that one oscar should be in a 55 gallon tank because they grow so big 12-16 inches

It's probably the jack dempsy, they are both terretorial fish, both want to own your tank, they'll keep fighting till one does. So if it's possible take one of them out.

some jacks don't like other fish to come in their space and they will go after just about any thing it thinks is weaker than it. that is just what I've seen in the ones I've came across
and the jack my be smaller than an oscar but he has a bigger additude

The Jack Dempsey, no doubt, Oscars are notorious for picking fights, and will literally bug other fish to death.
