The Victoria Clipper goes from Seattle to Victoria everyday. Here's the link:

There are no ferries that go directly to Vancouver from Seattle. The preferred method for most is the Amtrak Cascades train that rides along the coast all the way to Vancouver.

If you don't need to haveyour car with you, the Clipper is a nice trip and leaves from the Seattle waterfront.

If you do want a car ferry, you'll have to drive to Anacortes for the ferry to Victoria.

You can't get directly to Vancouver by water from Seattle, but you could take the Clipped to Victoria then take the ferry from Victoria to Vancouver (assuming you meant to visit both cities.)

If you need a car with you, then the Washington Statr Ferry out of Anacortes is not the only option. You can also use a Black Ball Ferry out of Port Angeles to Victoria. Foot ferry is the only way to get directly to Victoria from Seattle that time of year.

Also, the Ferry from Vancouver Island to Vancouver is not out of Victoria as previously mentioned. It is out of Sydney which is at least a half hour drive out of Victoria if I recall correctly...
