I use photoshop CS.. is there any way i can fix the quality of low res pic if i want to use it in biggier size?

its risky at best. you can redistribute the pixels, but you cant create new pixels without losing quality. If its a high dpi youre in luck because you can redistribute the pixels in the "image size" area and choose not to resample. But for pictures to print clear, they need to be 250-300 pixels per inch (or for online use only 72 ppi). So if its less than the necessary ppi, it's going to lose clarity.
But you can always just change the image size, resample and see if its good enough for your needs, it just might end up slightly pixelated or fuzzy

My best bet is to use the adobe photostudio or arcsoft PhotoStudio. It can resize the picture with decreasing the resolution. It will just like zooming in if you resize the pic.
