'Slap Happiness' is a form of near hysteria as our body is struggling to function on fumes. It can't handle anything let alone the overload of something even remotely funny. Hence the hysterical laughing fits that have been termed being slap-happy.

A person in 'hysterics' might have someone 'slap' them and tell them to snap out if it. Don't know if that has anything to do with how the term 'slap-happy' got started. But it seems like there might be something to it.

I think that all of our emotions are closer to the surface when we are tired and our defenses are down. We laugh easier, we cry easier, and may be more likely to express anger or just have a shorter fuse in general. There have been a couple of times when I was SUPER exhausted when I have started out laughing and ended up crying without even knowing why I'm crying. Both actions are an emotional release.

Because when we are tired it's similar to being drunk. We are not working on as many faculties and our inhibitions are loosened. We snap and laugh more.
