From a command prompt in windows
In this order
ipconfig /release
if you get an error your NIC is setup with a static IP so No DHCP
ipconfig /renew
if you get an address you have a DHCP server
ipconfig /all
will tell you more info and who is serving the DHCP

On your computer: Click the green 'start' button on the bottom left, click 'run', and type in 'cmd'. On the black screen, type in 'ipconfig /all'. The info that comes on your screen should show something called 'dhcp enabled', and then it'll say no or yes.
If 'dhcp enabled' says 'yes', and if it also shows an address next to 'default gateway', then your router must be serving DHCP addresses.

yes, that's what routers do. you can have the dhcp enabled or disabled. when enabled the routers dhcp server will automatically distribute the IP address scheme of the default gateway address your router uses. most common is a 192.168.xxx.xxx scheme, but some use other schemes. if you disable the dhcp in your router, you will have to have to assign each computer or device on your network with a static address. you can use the lan scheme of your router, or purchase static IP addresses from your isp. If you purchase static IP addresses from your isp, you will have to configure your router with the range of statics.

Set up a computer on your network. If it gets an address by DHCP (which you specify in your network settings) then chances are your router's supplying it. The odds are even higher if the address starts with 192.168. (but that depends on the router configuration; I set up my networks on the 10.10.10.x network because that is valid and easier to type than 192.168.x.x.)

What's your router make and model?
In your web admin you should see a "DHCP" tab. It will have information about a dhcp server, and the client list.

it almost certainly does. it'll be on the setup page of the router, but any router, even the cheapest one out there should do DHCP.

It should have some kind of web-based configuration screen. Go into this, and then check that DCHP is enabled. You can also go into network properties and check that the IP address is "assigned by DCHP"
