Sure why wouldn't you be able to? The only restrictions I've heard of is for men to use boxers so that the testicles aren't restricted and can allow for maxium production. Not to mention if they wear tight undergarments the heat can be damaging.

Yes you can, the only reason for people saying this is because it is more likley to give you an infection! being so close to the rectum and vagina!
