I think that they're chewing the fat. The weather is actually a fairly non-controversial subject to discuss - unlike politics, sex and religion which can lead to unhealthy discord in a real world setting.

That maybe they are concerned about the weather. Especially this time of year, hurricane season. I talk about the weather a lot. I am a big-time vegetable gardener, and the weather is very important to me. It makes the difference between watering or not, protecting your plants from frost or not, putting away things that can fly away if it's very windy, all sorts of things. But I think I see what you're getting at. They're just trying to make conversation. Not so with everyone. To some, it's very important.

I think, "Oh...they're talking about the weather."

In some parts of the country the weather can actually be a reasonably interesting thing to talk about for a little while too.

Well, most people talk about the weather just to make conversation, but not all people do that. I enjoy talking about the weather, but not for a long time.

That they either genuinely care about the weather or they have nothing else to say so they defer to the courteous conversation starter about the weather.

I think that they may not have anything to talk about.
Or, they just want to know how the weather is like, you shouldn't go too deep inside other people's minds.

They are trying to get a converstion started.. Or use it as an excuse to make a converastion not seem so dull. I use it all the time when I ring people up in the mall.
