If you have kids send them to the sitters. Make hubby a real nice seafood meal and salad something lite so you have energy for later. Put a nice comforter on the floor in the living room with lots of pillows and candles lite everywhere. When hubby comes home from work meet him at the door in nothing but a apron and heels. Don't say anything take his hand and lead him to the bathroom where you prepared a bubble bath for him. After you bath him towel him dry and lead him into the dining area and feed him the nice meal. Then leave the dishes for the next day and take him to the living room and from there your on your own.

That is really a matter of personal preference. Different answer based on the guy. Some guys are simple, some complex. I have been married for 16 years, and have 3 kids. We are lucky to get out to a movie! But, we have done a number of things to keep the passion in the relationship.
It also depends on your motivation. Concerned he might stray? Things just not the same in the bedroom? Is he going through mid-life and you trying to take his mind off it?
Role playing is exciting to a lot of guys, and helps turn fizzle into sizzle. Dress up. Sexy cocktail number (you can realy go far with this, wigs, etc) Leave him a tantalizing voicemail to meet you somewhere (upscale bar - no nightclubs unless you are into that, hard to hear and be romantic). Have him meet you and "pick you up" at that place. Flirty converstion, compliment him, touch him (hand on knee, etc). Have a hotel room reserved, and let him "lure" you away to it (slip the key in his pocket). You can come up with the rest.
If you aren't looking for the sizzle, but more the "bonding", and there are no problems, just plan a weekend getaway. Go somewhere fun, see a show, grab coffee or drinks and conversation after, take a walk by the lake or downtown, hold hands, and when you get back to the hotel room - make the first move.
This is all general, you weren't too specific on your situation, so it's tough. Guys like it when sexy girls pay attention to them. Be sexy and pay attention to him in a way that suits him and the situation you are currently in.

Congrats on 13 years!!!!! Depending on how long your evening is, I would suggest a nice dinner somewhere, and maybe follow it up with a walk on a beach. Then, if you have all evening, take him somewhere romantic, and just be with him all night. Maybe breakfast in bed the next morning.
I'm not sure if you have one in your area, but I love the Sybaris. Its a romantic get-away just for couples. They are wonderful, but pricey. Their chalet suite runs from $300-600 a night, depending on the day of the week and length of stay. It is also a private club, so membership is required.
If you don't have one in your area, just check out the bed and breakfeast listings in your phone book. I'm sure you can find one thats just right for you.

1) make sure the kids are out of the house for the entire weekend.
2) go buy new satin sheets for the bed.
3) hire a private cook and waiter. (you can go to your favorite resteraunt, or find your favorite waiter and the cook responsible for cooking your favorite meal and offer them a one night job. they'd probably do it for seventy-five bucks, but if you can afford more than pay more - cause God knows they don't make enough as it is...)
4) schedule a class just for the two of you (what ever his hobby is, whatever he dreams of doing "some day"... racing, flying, jumping, climbing, dancing, acting, painting, cooking...)
5) spend a day at the spa. (yes, men love to be pampered to.)
6) ......... I'm tired. I'm done.
