It doesn't, really. You're shaving your legs more frequently, which causes the hair to grow faster and thicker. If you're like most females, though, you don't cut your hair that often.

That's not really true...
I don't think you realize that the hair on your head is much longer than the ones on your legs...or at least I hope that's true. But anyway, you probably don't notice how fast your hair grows because you don't worry about cutting it every few days or week or whatever.

They grow at the same rate. It just looks faster on your legs because it's relatively sparse compared to your head. Of course it would help if you'd post a picture of your legs to see just how hairy your legs are Chewbacca.

It only seems that way cause you usually shave, But you will notice if you don't shave it will grow to a certain point and wont grow much at all. (kinda like eyebrows if you wax them and they grow back they only grow so much before they don't grow anymore, notice when you were a kid they were the same length all the time) I hope that helped =)

Hair that is shaved is stimulated to grow.
Whether hair grows faster on legs among people who don't shave, I don't know.

cause your hair knows it is being cut and grows according to you cutting it, that is why when you trim the hair on your head monthly it grows quicker. it's a very weird phenomenon,,,

It just seems that way. I'm sure if you shaved your head, the stubble would show up in the same amount to time.
