To start off, get a free domain at http://geocities.yahoo.com/
(if you wanted your own .com, it's roughly $9/year for the name and $8+/month for the webspace and service)
This will give you something like:
http://geocities.yahoo.com/yourwebsite/
Then, what you want to learn first is HTML (hyper text markup language).
You then log into your account on the geocities homepage and upload/create html files.
http://geocities.yahoo.com/yourwebsite/index.html will be your main page, and you would create content and links to other pages (using html) in index.html.
This is of course, the very basic website but great for starters.

What kind of web site are you wanting to build? If you want to build a personal site I would recomend starting in yahoo geocities only because it is very user friendly and will give you the basics.
If you want your own domain name (example: www.keith.com) then yes you have to pay for that.
First go to http://www.networksolutions.com and do a search to see if the name you want is taken they seem to have the best up-to-date info. Then once you have chosen your domain name go to http://www.godaddy.com and register it there they are the best and the cheapest! Once you have done all that then you need to pick a server. The owner of http://www.crsdesignsinc.com is great her name is Tina and she can set you up with a server. Then once you get your domain name transfered to your server then you can begin building your web site which can be done with several different programs, Microsoft Frontpage probably has the sloppest coding but is the most user friendly there are also ones out there like dreamweaver which are pretty good :)
If you are looking to open a store I recommend Zen Cart it's a great cart and has an awesome support forum!

There are many websites that have tutorials and such on web design. Use Google to search for "web design tutorial" and you'll get loads of hits.
As for buying a domain, no, you dont have to. There are many hosts that provide basic packages free of charge, with certain limitations. Try here:

I made my own website by using Microsoft Publisher. I didn't know anything when I started and it was very easy. I used www.godaddy.com to host my site. it's only 3.99 per month and they also have tools to build sites on godaddy (not as easy as publisher though). You can also purchase a domain name there for 19.99 per year if you want to have a special name - otherwise you will use your godaddy account name.
