Have you thought about contacting a realtor in the area? I know, it's a crazy idea but they might have some idea of the best places to live, and where to find properties in this price range. In addition, they should be able to provide you with regularly update listings as you plan your purchase.

With that neighborhood in mind and in Vegas -go foreclosure. Advertise that you're looking to buy for cash from someone about to lose the roof. A person owning anywhere under twenty thousand and about to be booted out of the house with nothing can be found in every high class neighborhood in America. For twenty thousand cash to pay-off the outstanding five thousand owed to the bank for example will be a great deal for desperate people. And believe me there are lots of those around. Sounds crass but the very house you'll buy from the bank is usually somebody's - they were booted out for default.

Go to www.city-data.com. They will have all the stats on population, crime rate, schools, demographics......all that you would want to know abou the area you live in. As far as you purchase price I would look on the outskirts of Vegas. Anything centrally located is going to be more expensive.
