Becuase negative things stick in peoples brains faster than what positive stuff will especially when it is against the party who the voter tends to oppose. It works in the aspect of a Democrat saying his positive stuff about him and negative about the republican counterpart. This sticks in the persons brain who leans more Democrat and the opposite works for the Republicans. It is a voting tactic plain and simple.
