No, he was too concerned with his popularity. He refused to fight back even though America was repeatedly attacked by the same enemies, making them ever bolder and fueling their recruiting drives. The Al Qaeda college in Afghanistan churned out 20,000 graduates in the 1990s.
Bill Gates created the booming economy of the 1990s and Bill Clinton taxed the hell out of it, leading to a recession beginning in 1999 - when Wired Magazine first revealed the dot-com crashes beginning.
Clinton balanced the budget in '96-97 by slashing Medicare, Medicaid and other social programs by over a trillion dollars a year. That's why there was so much screaming in the 2000 elections that the programs were under-funded.
Clinton coddled corporate criminals like Enron, Global Crossing and Tyco. Bush immediately set the Justice Department after the crooks, taking them down one by one.
Clinton was warned of impending hijacking attacks in '93. Gore produced a series of costly recommendations for airlines to prevent such an attack. When the airlines poured money into the re-election coffers, Gore withdrew the report and Clinton was fine with that.
Clinton treated terrorism as a 'law enforcement' problem, putting the Blind Sheik behind bars - where he continued directing terrorist operations through his lawyer. Clinton could not understand that the enemy was waging war, not committing civil crimes, so he did not have a 'legal' reason to take Osama bin Laden captive when he had the chance.
Yeah, there is a lot more turmoil now. That's the price of actually fighting back against corporate corruption and Islamists terrorists.

I would not bring Bill back. The guy governed by constantly taking polls and being swayed by public opinion. I want a leader who leads and is resolute. Bill is incapable of doing either.
We are not far from the right track.

I'm not sure Mr. Clinton should have to come back and clean up Bush's do-do. I think he is presently free to greater deeds on a world wide scale.
I would, however, like to see him as an ambassador, just as soon as we get a "new" democratic president.

I would sure bring him back even though I didn't vote for him the first time.....since he can't come back, I will gladly settle for Hilliary as he will be a giant influence in her white house.
