I have a decent voice, but I sometimes have trouble singing louder without straining and I also have problems with running out of breath.

Develop better breath support. I hope you don't smoke. There are exercises that you can do to increase lung capacity. As a brass player I used to do a lot of side to side stretching. I would also do a lot of underwater swimming.
Another technique is to take a deep breath and blow a small stream of air against a piece of paper against a wall. see how long you can keep the paper in place.

As a singer the power in your voice comes from the diaphragm muscle. If you are forcing from the throat, you won't get much power and could damage your voice. It is best to learn to "sing from the gut".

Seek out a vocal teacher. Voice majors in music schools may give you a reasonable rate on lessons in the basics. good luck.

You 'may' be singing out of your key. If you have access to a karaoke machine try messing with the keys. Also do not sing from your throat....sing from your belly. As if you are shoving out the sound from your solar plexis. Try the thought of singing with your chin down rather than up, then push out. Consciously think about it. Do not worry about breaking up a sentence that you are singing, with a breath. Lots of singers do that. If a note 'tweaks' just go lower or higher and then back on it again. Lots of the best voices that are very popular have a crackling quality to them, like if you think about Willie Nelson you will see what I mean. Do your scales (do re mi) but find your key. If you have some songs you do perfectly but others you cannot, it is probably because you are singing in too high or low a key.
