Especially if you are female, and the fat pockets are located in the lower abdominal region of your belly, it may simply be genetics. Not everyone is genetically predisposed to obtain a "6-pack". Take a look at mom and grandma, and you will get an idea of how your family tree will influence your abdomen. Remember, women are naturally larger than men in that area, by nature, as women carry children and need more support in that area of the body to support the weight of a forming fetus.
Honestly, no matter how much you work that area, it may never be completely flat. In that case, in all seriousness, it may only be by surgical means that you achieve what you desire. However, do not take that lightly. Surgery should be only the last alternative that you consider.

Good Luck!

Well, if you are a lady, and I am assuming you are! It's because that is where a lot of our fat stores are held. ( unfortunately ) Women, unlike men, tend to hold more fat in their cells. I believe it has something to do with child bearing. It also is harder for us to get rid of than it is for a man. If it makes you feel better, go to an MD and get a check- up just to make sure everything is okay in your stomach. Then start keeping a diary of everything that goes into your mouth. You may be surprised! Are you drinking soda? Even diet soda has a lot of sodium and salt can make you retain a lot of fluid. Drinking water is the key. Drink only water for a day with your meals and you will see the difference.

There could be many reasons why your belly would be fat. You should try doing crunches to slim down and try eating a different diet. Sometimes it does not matter how much you eat if you don't eat the right kinds of food.

It could be a number of things. Salt intake, soda, stress. Try to drink more water and cut some stress out and see how that works.

There are so many reasons why. You could be under stress, not sleep enough, not exercise enough, or you could have bad genes, and poor metabolism.
