it's confusing, but yeah, it has to do with gravity & the coriolis effect. It depends on if you're north or south of the equator. THis website explains in more detail:

You must be observing a toilet bowl in the Southern Hemisphere.
Due to a force called the Coriolis force water goes down the drain counter clockwise in the northern hemisphere & clockwise in the southern hemisphere. The Coriolis force is caused by the rotation of the Earth.

It depends on where on the earth you are. If you live north of the equator, it flows counter-clockwise; if you live south of it, it goes clockwise.

The question I would have, if your water doesn't go down as you flush it, does it go down at all?

The real question should not be why the water goes clockwise, but why it won't go down when you push the handle. I hear Drano works very well.
