Hmmm....hard to say. I would lean towards man as a whole.
I don't think the root causes of war are distinctively male. Things like resource competition, ideological conflict, or expansionism are not inherently male things. Women are just as covetous, narrow-minded, and desirous of more room as men are. Men are just the ones who end up being used to achieve these objectives, since they are physically larger and more agressive. In other words, everyone wants the fight, but men are the ones who finish it.
For murder, rape, and molestation, the case is different. I do think that certain biological differences in men contribute to their grossly disproportionate crime rates.
Then again, one could make the argument that female docility and lawfullness is simply the result of their historic oppression; that women have been culturally molded to be the submissive victims rather than the agressive criminals. If this is true, it would lead one to expect higher female crime rates as women break gender roles and become more equal in society. This is what some argue we are seeing now (see source below). No longer held down by societal expectations, women are increasingly acting in anti-social ways.
I've also heard an interesting argument suggesting that women are largely responsible for the creation of the biological differences in men. The thinking goes: Women are the "sexual gatekeepers," meaning they are the ones who usually choose when to have sex. Women often select the most masculine, aggressive, powerful, and sexually confident men as their mates. (It's the whole "bad boy appeal" phenomenon.) Over many centuries, this has meant selective breeding in favor of men who prefer action to thinking, who prefer force to cooperation, who prefer sexual gratification to love. As such, because of women's desires, men have become the savage beasts we are today.

a few years ago the feminists in Toronto demanded that the police report the sex of the victim, the type of abuse and the injuries at every domestic dispute they were called to. They wanted to prove how bad men were. The reports when compiled showed women more likely to assault men with weapons and far more likely to abuse children than men were. the women were the assaulter in over sixty percent of the husband wife violence with the husbands ending up in hospital once in every ten calls.
After a brief flurry of indignation by the feminazis in the news the report was shelved, ignored and a new program was started to reform men and end spousal abuse. In fact the only thing was the general adoption of the term spousal abuse.

Have you forgotten the 9 cases of brutality in the last 2yrs. by mothers or women who wanted babies so bad they cut them from another woman? Or mothers who drowned their own. Or worse yet the woman in Dallas who cut her babys arms off 18mos ago? Saying the worlds ills are solely the responsibility of men is a gross generalization. The worlds problems rest on the back of humanity and the failed evoloutionary project known as humankind. Or you could do what I do and blame the war mongering christian conservatives. Religious fanatics of all taints have proven for a couple thousand yrs. just how violent they are.

Mankind is in general a destructive thing, we try and control our natural drives but in the end we are just animals with the old brain making us do what is best for us.

there are women murderers, and the last thing i saw on the news was a women who killed a mom and her unborn child. then killed the other three children. don't lump all of us just for some stupid asses. you could then ask would there be any pimps with out all the women who don't want to get real jobs and fill up the rest of the prisons. (prostitution, as of right now it is the number one job of women in the US) we are all messed up in our own ways.

I agree. Men are to war prone...to whorish. They will stop at nothing to get physical satisfaction. Its sad that we are the ones who must suffer for there foolishness...for there inability to see no further than the flesh and bone which endow our body's. So long as there are men...there will always be these things.
