Not any reputable one. No matter the money, she would still need parental consent. Even then, most won't attempt non-essential cosmetic surgery. The girl is not done growing, so any work may be messed up by the time she's 18. In addition, she's not at a mature enough age to make such life altering (permanent) decisions. In a few years, she may learn to like her natural nose, or decide that she wants something different. If she got the nose job, then in a few years she may decide that she hates it, or wants her old nose back.
Wait until you are 18, then see if you still want a new nose. You may grow to like the one nature gave you, not to mention that it's probably a nose inherited from a parent or grandparent. Would you really want to erase a part of them from yourself?

I hope its for a medical reason. I was always teased about my nose and just recently got it done. At this point, I did not care about how it looked to others, I couldn't breath. I really had no usage of my internal nostril passages and sinus cavities were so small, my nose bleed at each sneeze.
Well he did tweak it abit and I noticed right away.... and no worries there, my son re broke it with a fast hard hug 2 weeks later and it looks so much like it used too...My doctor was furious that I did not return to repair it, but I didn't want to go under again and fix something I already had become accustomed too and I guess loved because it is mine. .Ha ha Ironic I have American Indian in my blood line and my nose and cheekbones is the only physical traits I shared with my family. I'm very Irish looking.

Not without a parents permission. Rhinoplasty/nose job is serious surgery. Most if not all doctors would not do the surgery on a 14 year old for cosmetic reasons only.
The alternative to cosmetic rhinoplasty is to accept oneself, literally, at face value. Persons contemplating rhinoplasty may want to question some of the conventional standards of beauty and work on their body image issues to improve their self-confidence.

Any doctor with a conscience would refuse to perform the surgery. A 14-year-old is not done growing and the shape of her face and nose will change. That could cause the "new" nose to look completely wrong in the future and would be a seriously unethical thing to do to a young girl.
