No & yes....

Both are different ways of referring to people from the Mongolian region, but the former usually refers to the nomadic horseman of the area & is associated with peoples in the past; whereas a Mongolian is a citizen of the Mongolian Republic.

There is no difference between Mongol and Mongolian. Actually Mongolians still call themselves "Mongol" in their native language. So why there is a term "Mongolian"? It's a Russian way to pronounce "Mongol" in the Russian language and it's spread throughout the world during 18 or 19 century.
