It is important to talk to the city or county planning commission to see if it is feisible due to zoning restrictions. Also, it is an idea to talk to the Department/Division of Family Services attached to your state because there are resources for group homes. Most of all, approach the neighbors in the community you are thinking of opening the group home in because there are some who are pretty uncomfortable with the idea but not always because they can work against you with the planning commission. I have included some resources listed below.

Write at least a couple letters more. More than likely you will have to seek out more than these.
I suggest you write to Rosalyn Carter. Also write to Bill and Melinda Gates. Look up the foundation established by the latter. You may be able to at least get partial funding, maybe for an educational project, or for books for the group home. Coca Cola and Walmart might give something toward your foundation. Just make sure ABSOLUTELY sure that you have some one very honest and on top of their game to manage the finances. You'll have to have oversight.
You're going to have to look at successful group homes and see how they made it. You know there is the Hull House in Chicago. See how that was established.
Once you check with your city or county planning commission, you're going to need the blessing of a powerful council person or even the mayor. Get your plans looking tight, but be ready to change course, to adapt so that your dream can take root somewhere.
This is going to take you months if not years. Get strong and be faithful for the long haul, if this is what God really wants for you to do. I'll pray for the success of this venture. Where's it going to be?

Can you give a more detailed description of what you want and need. Do you have some kind of "business plan" or written version of what you want? Go to www.quarantz.com, send them an email with the subject foundation. They are now reviewing ideas for "good causes" and will start to support good ideas from early 2007 on. You can send your "plan"to me too, I can make sure it will reach them.
