What jerk came up with the annoying banner for Smiley Central?

And does anyone else but me want to kick his ***? That banner is about the most annoying one I've ever come across. I don't want some little retard's voice constantly saying "Hello! Hello!" and for that matter I'm not totally convinced that I'm the only one.
