What could be causing this problem ? I water weekly, and fertilze monthly.

Watering only once a week might not be enough, especially if it's in a big pot.

Being root-bound might also be the case. How old are the plants? If they're mature plants and your pot isn't that big, the roots might be tangled. You might want to transplant them into bigger pots.

New growth is a good sign... that the plants are trying to thrive. Try tranplanting it into bigger pots and increasing your water schedule, keeping in mind the size of your pots.

Check for mealy bugs looks like white cotton under leaves. If its there turn plant over and dip in a solution of light soap water made with Palmolive dish soap, gently rub the leaves to get off as much as you can. plants love it. Repeat in a week if needed.
