Ita was called "Charly", and for his role as a retarded man that turned into a genius (and later on he wound up retarded again) Cliff Robertson won an Academy Award in 1969.
It was based on a short story named "Flowers for Algernon".
Algernon was a lab rat who was the first recipient of the experimental drug that turned his mind around. The rat died later on.
I recommend both the book and the movie.

Being There was a movie about a very simple (almost retarded) man who accidentally meets some very powerful people and is taken for a great thinker. It was Peter Sellers' last movie.

I don't know if that's the one you are thinking of, but I would recommend it highly.
