"Is now, and ever shall be."

Which can be seen in this seventh century quote:
Glory be to the Father, the Son and the Holy Spirit
As it was in the beginning, is now, and ever shall be
World without end.
Amen.

Gloria Patri, et Filio, et Spiritui Sancto.
Sicut erat in principio, et nunc, et semper,
et in sæcula sæculorum,
Amen.

"Both now, and for ever" is the best translation if this, if isolated. "Nunc et semper" would be "now, and for ever", so the extra "et" is adding something to the meaning.

However, it's actually part of a longer phrase ". . . in principio, et nunc, et semper" = "in the beginning, and now, and for ever", so the first "et" is just an ordinary "and".

Most languages in Europe are either based on or contain a lot of Latin and Greek because of the Roman Empire & the Macedonian Empire, so it's not surprising the same words show up in another language.

obviously you're not someone who is or knows either a US Marine -- Semper Fi[delus] -- or anyone in the US Coast Guard -- Semper Paratus. Otherwise you would know semper is always. Marines are always faithful, Coasties are always prepared/ready.
