Try one of these:

-Quote-
">Had the same problem with my Dell. Fixed by downloading 'msicuu2.exe' from Micro$oft. It shows you all the programs that are able to check and update themselves and allows you to remove them!"
-End Quote-

-Quote-
>>have just had this problem. Here is what was sent to me by Dell TS (worked a treat) for anyone else that may have it:

>>Go to Start and Run.

>>Type in MSCONFIG

>>Go to the Startup Tab on the right.

>>Disable the following 2 items in the list.

>>ISUSPM

>>ISSCH

>>Click Apply and the Close - When prompted to do so Restart the System.

>>Then on restart, just check the System Config Utility box that says 'Don't show this again' and you're done."
-End Quote-

If you have Windows XP try clicking on Start->Run and type in "msconfig" and hit . You should see "System Configuration Utility" with some options, clear the box that shows "Load Startup Items"--make sure its clear, not checked and not "green"-filled. Restart your computer and it should help. You will then need to find a spyware application to cleanup the rest of the mess.

The program startup command might just be in here....

Go to Start, Run
Type "msconfig" (without the quotes)

Click on the startup tab

look for the name of the program
uncheck it and restart computer

WARNING: INCORRECT USAGE OF THE MSCONFIG PROGRAM MIGHT LEAD TO SYSTEM UNSTABILITY OR FAILURE. USE AT YOUR OWN RISK

Try getting the Yahoo toolbar and activating pop-up blocker, it worked for me, but then again Yahoo! has always been my homepage.
