Based on the medal count for the most recent winter and summer olympics this is what I think:
Best Teams for summer olympics
1. USA
2. China (may threaten the USA in 2008 as the host country)
3. Russia
Best Teams for winter
1. USA (Germany had the highest medal count in Turin, but the USA had a below average performance)
2. Germany
3. Canada

the home team usually the best team. because they can participate with more atlhete. more participan = more chance to win right?
