MY HUSBAND IS A FIRST YEAR TEACHER AND HE HAS 10 OUT OF 20 THAT HAS AN "F". THEY OFTEN DON'T TURN IN THE WORK OR COMPLETE IT. IS THIS NORMAL WITH A HIGH IMMIGRATION LEVEL OF STUDENTS OR THE NORM?

The norm with inner city blacks; I would imagine with other groups as well. They won't do what they see as too much work. Perhaps your husband should shift expectations and grade by points rather than his presuppositions based on his own background. Colleges and employers understand that a passing grade at Central isn't the same as a passing grade in the suburbs. Possibly he could choose a more experienced teacher in his school as a mentor.

There is a high school a few towns over that has a 20% graduation rate. Many Mexican Americans and African Americans. Scary town to even drive through. Last time I drove through, the police had 8 streets blocked off looking for a gunmen on the loose. I don't go there often.
