It all depends what frequency the particular electromagnetic wave you're referring to has. Light is an electromagnetic wave and it goes through our atmosphere and a vacuum. Radio waves go through things like clouds and buildings--which "light" can't. X-rays go through flesh but have trouble getting through lead. Microwaves go through food in order to make a quick snack, but again have trouble with lead.
But, somehow I do not think that is what you're asking. So, clarify your question. It needs a little more information.
