i have a team in my league that is not competing how can i get control of this team for someone else to take it over

I don't know that you can, the commissioner can sometimes make lineup changes, so you might ask them...if it's a public league, you're SOL.

If it YahPub its just a dead team.
If you're private league, suggest to the commish that he check the lineup every week or so to at least keep healthy players in the lineup. That way it is still somewhat competitive, but it really should be allowed to sink into the bottom half of the standings.
In free leagues, dead teams are a fact of life.

If it is in a private league the commissioner is the only one that can control the team unless you can get the password for the account it is signed up to. If it is a public league you are out of luck.
