Your better off removing the P-trap (u-shaped pipe under the sink) and pulling the paper out of there, if that is where it is trapped. Plunging it could just send it further into the pipe, where you will need a plumber to snake the drain later. Bleach will not break down paper and any other chemical may take several tries to work (if at all).
Use a large Cresent wrench or vice-grips to loosen the nuts at each end of the p-trap (put a bucket underneath to du)mp the water from the pipe into), remove the clog. Then put tefelon tape (sold at any hardware store for about a buck for a little roll) on the threads of the pipes (wrap clock-wise 1 and 1/4 times for best results) then replace the P-trap and tighten the nuts.

use the snake its cleaner than a plunger, non toxic unlike chemical solutions and 2-3 poke will bust it up.
No snake no problem unravel a wire coat hanger one end will have a corkscrew shape get it snarled up on the paper towel and pull it out if its not too far in.
Otherwise go buy a snake can get a cheap 50 footer for about 10-15 bucks

fill the sink almost full with water, use a plungger or or hand to pump maybe three times and tlet go, the force of the water should push it through, good luck
