The reason gay men can shower with straight men without sexual activity is because the straight guys would knock them out.
No showering together would not be a good idea, there is enough venereal diseases and unwanted pregnancies.

Even if, however, they wanted to consider who likes looking at whom the fact is that such a thing is a function of sexuality, and gay/lesbian people do not share an exact sexuality with their own anatomical gender or with the opposite gender.
To change the "shower rules" to be with the reasoning you mention there would have to be a process of having everyone who is ever going to take a shower in any public facility to fill out a questionnaire for something like a dating service in order to make sure that nobody ever ends up in the shower with anyone else they may find attractive; or conversely, according to your reasoning we may as well all just stopping wear clothing altogether and adopt the behaviors of less civilized societies.
