That depends what you mean by fusing, so there are 3 answers:

1) Melting: No, you can't fuse sapphire, ruby and emerald because sapphire and ruby are the varieties of the same mineral called corundum and emerald is the variety of mineral called beryl. By melting them you will achieve destruction of the gemstones.

2) Heating: Yes, you can use heat treatment for corundum ( ruby and sapphire) in order to produce "super gem". Heat treatment is a widely accepted enhancement process used on rubies and sapphires. This treatment improves the transparency and/or color of the stones. Techniques range from simply throwing gems in a fire to be cooked or burned to employing sophisticated electric or gas furnaces at specific pressures and atmospheric conditions. Much corundum has been heated to enhance the color. Basically, you can transform cheap white corundum to something of value, like blue sapphire or red ruby.

3) Combining: Yes, you can use an advanced lapidary technique in which many types and colors of stone are cut and assembled with precision to form geometric designs or pictures. It is known as intarsia or “pietre dure” or hardstone marquetry and was invented in Florence, Italy in the late 16th century as a natural outgrowth of an ancient tradition of stone and tile mosaics. The value of ruby, sapphire and emerald intarsia will be probably tremendous.

No, it can't be done. Gems are crystals, and the molecular and crystalline structure of the gems are different.
